    Mumbai (Maharashtra) [India], March 27: The Deputy Commissioner of Police (DCP) in Mumbai, Dr S.R. Kapse. First Ph.D. degrees by doing the research in London U.K. He is the Police officer while in service in the 320 years Police history of the Maharashtra Police Force have been awarded the Ph.D. degree on Police FIRST and SECOND in India. After 2/3 months Senior I.P.S. officer’s Ph.D. thesis was rejected by Mumbai University. After Police officer’s selection in 1965, and after the training, he was posted in Bombay.

    He diligently acquired B.A. M.A., L.L.B., M.B.A. degrees. His books, The Modernisation of Police for Twenty First Century, Police Administration, Police Prashasan are released by Shri. K.R. Vyankatramana the President of India. Police Museum First of It’s kind in Indian Police History on the line of Black Museum, London, prepared by Dr. S. R. Kapse was inaugurated by Shri K. R. Vyankatramana the President of India. He has carried out Post Doctoral Research by ICHR Fellowship on Police Administration He has carried out the research on  Police from 2.5 million BC to 2025 AD. With 23 manuscripts of 1000 pages each on Police are for publication awaited for wants of funds. Dr. Kapse waiting Court Judgement that he will be promoted to the post of Inspector General of Police. 

    He has carried out the research on International Nomadic Tribe  “Roma-Gypsy-Banjara”. Shri K.R. Narayanan the Vice President of India awarded him for his highest educational excellence. Then While Shri K. R. Naryanan President of India invited  Dr. Kapse for a breakfast, by sending Lt. Governor to trace Dr Kapse who took Dr. Kapse to President of India. He has received more than 65 awards from Government, and Number of Organisations. He was interviewed on National T. V. in 1986 for Mulkha vegali Manase”. Shri B. N. Shrikrishna High Court Judge was asked 1993 Bombay riots Enquiry Commission as an expert knowledge on Police as Ph.D. holder report to the commission. He was associated for modernization of Maharashtra Police Commission, Chairman R. D. Pradhan Chief Secretary. He was asked by judge Shri M. S. Rane, for expert’s report on jail break in Mumbai. At the age of 84 yrs. 

    He has been awarded a Second Ph.D. in Police at the hands of Shri Ramesh Bais, the Governor of Maharashtra, on 16 Jan 2024. Now he is completing D. Litt. at the age of 85 yrs. He lost his father at the age of 5 yrs so mother and he had very hard life for 20 yrs but he did not left his aim for education. Dr. Kapse constructed affordable economical houses to only low salaried to 1100 Policemen at Rs. 875/- p. s. ft. actual cost came Rs. 1260 p. s. ft. with market rate Rs. 12000 p. s. ft. In this in Phase one about 400 houses were constructed and handed over by Shri Balasaehb Thackeray Shivsena head and Shri Pramod Mahajan the defence minister of India on 9.6.1996. Shri Balasaheb Thackeray on the day he was not well even though he kept the date and time for function. Shri K. J. Somaya of Somaya Education Trust Specially asked Dr. Kapse to invite him for this function invitation. 

    All Sr. IPS officers, Director General of Police Maharashtra, Commissioner of Police Mumbai & Thane, Chief Secretary, and Additional Chief Secretary, Municipal Commissioner, without any invitation, attend the function. His aim is to start Police Science a subject in all colleges, universities in Maharashtra. His main Object to form Police forensic science university in Maharashtra.
